The Namibia Energy Efficiency Programme in Buildings (NEEP) is a new project co-funded by the Global Environment Facility (GEF) through the implementation support of the United Nations Development Programme (UNDP) under the Framework for Promoting Low Greenhouse Gases. The 3 year project is being implemented by the Ministry of Mines and Energy and the Renewable Energy and Energy Efficiency Institute (REEEI) at the Polytechnic of Namibia.

To assist the key energy stakeholders in Namibia in creating a comprehensive new energy regulation framework for the country which takes into account the promotion of renewables and energy efficiency, and facilitates fair market access, return on investment, quality of supply, standards, market support structures and incentives.

Namibia has one of the best solar regimes in the world with an average direct insulation of 2,200 kWh/m²/years (peaking to 3,000 kWh/m²/year in certain areas), minimal cloud cover, and the potential for more than 250,000 MW of power generation capacity.
The OGEMP will focus on off grid and pre-grid area. However, the OGEMP will only focus on providing access to pre-grid areas that would not have access to electricity within 10 years in the updated REDMP GIS database.

The project SOLTRAIN is financed by the Austrian Development Agency (ADA) and it will be implemented by AEE - Institute for Sustainable Technologies from Austria in cooperation with project partners from South Africa (Sustainable Energy Society of Southern Africa and Stellenbosch University), Namibia (Polytechnic of Namibia), Mozambique (Eduardo Mondlane University and N&M Logotech Lda.) and Zimbabwe (Domestic Solar Heating).
